Cancellation of a Short Course by the University
The University of Manchester reserves the right to cancel a Short Course ten (10) days before if there are not sufficient delegates registered on the Short Course or any associated event at its sole discretion. In the event of such a cancellation the University will refund the value of the booking or any ticket sold upon proof of purchase. The University expressly excludes any liability for any direct or indirect losses or damages howsoever arising as a result of such cancellation and will not, for example, be responsible for any travel or accommodation costs incurred. In the event of cancellation, the University will use reasonable endeavours to publicise the cancellation and details will be posted on the website associated with the Short Course. Attendees are responsible for checking this information prior to the event. Wherever possible, the University will endeavour to contact delegates by email in the event of cancellation.
Cancellation by you
We will refund the value of the booking or any ticket sold upon proof of purchase when cancellation takes place at least three weeks before the Short Course. When cancelled less than three weeks but no more than seven (7) working days before the Short Course we will refund a percentage not less than 50% of the charge. No refunds will be given for cancellation less than seven (7) working days before the Short Course date or for non-attendance without notification, unless a refund is made entirely at the discretion of the University. Notice of cancellation must be sent to by email to the email address, or confirmed by telephone to the number, specified by the University in the Short Course information advertised.

SCBM ‘Cancellation of a Conference or Event by the University’
The University of Manchester reserves the right to cancel a Conference or Event or any associated event at its sole discretion. In the event of cancellation, the University will use reasonable endeavours to publicise the cancellation and details will be posted on the website associated with the Conference or event. Attendees are responsible for checking this information prior to the event. Wherever possible, the University will endeavour to contact delegates by email in the event of cancellation.
Cancellation by you
We will refund the value of the booking or any ticket sold upon proof of purchase when cancellation takes place at least one month before the Conference or Event. When cancelled less than one month but more than ten (10) working days before the conference we will refund a percentage not less than 50% of the charge. No refunds will be given for cancellation less than ten (10) working days before the Conference or Event date or for non-attendance without notification, unless a refund is made entirely at the discretion of the University. Notice of cancellation must be sent to by email to the email address, or confirmed by telephone to the number, specified by the University in the Conference / Event information advertised. If you cancel within ten (10) working days of the conference / event you may arrange for another person to take your place, you should only do this in discussion with the event organiser.

Cancellation Procedure
Cancellation of a Short Course by University of Manchester (SPORT)
The University of Manchester reserves the right to cancel a Short “Fitness Manchester” Course Five (5) days before date of delivery if there are not sufficient participants registered on the Short Course. In the event of such a cancellation the University will refund the value of the booking sold upon proof of purchase, or transfer the booking to another Short Course of the same value, pending availability. The University expressly excludes any liability for any direct or indirect losses or damages howsoever arising as a result of such cancellation and will not, for example, be responsible for any travel or accommodation costs incurred. In the event of cancellation, the University will use reasonable endeavours to publicise the cancellation and details will be e-mailed to the individuals concerned. Attendees can also e-mail health.fitness@manchester.ac.uk for information prior to the event.
Cancellation of Short Course booking by you (attendee)
We will refund the value of the booking or any ticket sold upon proof of purchase when cancellation takes place at least three weeks before the start of the Short Course. When cancelled less than three weeks but no more than seven (7) working days before the Short Course we will refund a percentage not less than 50% of the charge. No refunds will be given for cancellation less than seven (7) working days before the Short Course date or for non-attendance without notification, unless a refund is made entirely at the discretion of the University. Cancellation of a Short Course by the University
The University of Manchester reserves the right to cancel a Short Course a minimum of thirty (30) days before at its sole discretion. In the event of such a cancellation, the University will refund the total value of the booking, including the deposit. The University expressly excludes any liability for any direct or indirect losses or damages howsoever arising as a result of such cancellation and will not, for example, be responsible for any travel or accommodation costs incurred. In the event of cancellation, the University will use reasonable endeavours to publicise the cancellation and details will be posted on the website associated with the Short Course. Attendees are responsible for checking this information prior to the event. Wherever possible, the University will endeavour to contact delegates by email in the event of cancellation.
Cancellation by you
We will refund the full value of the booking, minus the deposit, when cancellation takes place at least thirty (30) working days before the Short Course. No refunds will be given for cancellation less than thirty (30) working days before the Short Course date or for non-attendance without notification, unless a refund is made entirely at the discretion of the University. Notice of cancellation must be sent to the email address, or confirmed by telephone to the number, specified by the University in the Short Course information advertised.

TERMS AND CONDITIONS PRE-SESSIONAL ENGLISH COURSE / ENGLISH FOR UNIVERSITY STUDY / ENGLISH FOR PERSONAL & PROFESSIONAL DEVELOPMENT
BOOKING CONDITIONS
“Course” is used to refer to a student’s period of study and may be made up of several terms/courses.
“Working days” is used to refer to the university working week of Monday to Friday and excludes public holidays in the UK.
1. Letters of Acceptance/CAS Statements for a course can only be issued on receipt of the non-refundable course deposit(s)/course fee in full or a certified letter of sponsorship guaranteeing payment for an English language course for the period indicated on the Booking Form.
2. The balance of all course fees for the full period booked must be paid at least 20 working days before the start of a student’s course. Places for the period booked can only be guaranteed if all course fees are paid in advance.
3. The deadline for applications is normally 20 working days before the commencement of a student’s course. If a booking is made and accepted less than 20 working days before the start of a student’s course, full fees are payable at the time of booking. If applications are received less than 20 days before the start of a student’s course ULC cannot guarantee to process applications in time for students who are required to apply for/gain a visa.
4. Fees for a course, or part of a course, less the course deposit(s), can only be refunded if cancellation in writing is received at least 20 working days before the start of a student’s course.
5. The course deposit(s) will only be refunded, less an administration fee of £200, in exceptional circumstances e.g. an unsuccessful visa application or a medical condition, and upon receipt of documentary evidence. The administration fee is not refundable under any circumstances.
6. Requests to reduce the period booked must be made in writing at least 20 working days before the start of a student’s course; if no notice is given, the full fee for the period originally booked is payable. Fees will not be refunded for students arriving later or leaving earlier than the period booked.
7. Deposits cannot be transferred to other terms/courses.
8. All bank charges incurred in the payment of fees by bank transfer must be paid by the transferees.
9. Homestay accommodation will only be booked on receipt of the Homestay deposit (first week’s Homestay payment: £105.00 + arrangement fee: £90.00) and where a letter of sponsorship for an English language course has been received. See Homestay booking conditions.
10. Summer Residential accommodation will only be confirmed on receipt of the fees in full. See hall booking conditions.
11. Students must be18 years old or over on commencement of their English language course.
12. The University reserves the right to cancel or change the course programme and/or accommodation arrangements without prior notice.
13. Students should arrange their own insurance to cover (ULC is unable to arrange insurance cover):
- Medical treatment and personal risks. EC Nationals are covered under the British National Health Service.
- Damage to and loss / theft of personal property.
Students who extend their course after they have commenced their studies should note that the above booking conditions still apply.
ULC will pass on details of students who do not commence on their start date or who leave their course early to the UK Border Agency.
Acceptance of the booking conditions is indicated by submitting an application.

BOOKING CONDITIONS for IELTS EXAM PREPARATION COURSES & CAMBRIDGE ESOL EXAM PREPARATION COURSES
1. These courses are only suitable for students already resident in the UK. It is not possible to obtain a student visa for the purposes of studying on this course.
2. The balance of all course fees for the full period booked must be paid before or on the start date of the course.
3. Course fees cannot be refunded once a course has started.
4. In exceptional circumstances (such as a medical condition) course fees can be refunded pro-rata to the period of study, less an administration fee of £35, which cannot be refunded under any circumstances. Supporting documentary evidence is required in all circumstances.
5. Course fees cannot be transferred to other terms/courses.
6. All bank charges incurred in the payment of fees by bank transfer must be paid by the transferees.
7. Accommodation cannot be booked through the ULC for students studying on these courses
8. Students must be18 years old or over on commencement of their English language course.
9. Entry onto the Cambridge ESOL exams incurs additional fees.
10. The University reserves the right to cancel or change the course programme without prior notice.
11. Acceptance of these booking conditions is indicated by submitting an application form to the ULC.

TERMS & CONDITIONS CENTRE FOR EDUCATIONAL LEADERSHIP
Terms and conditions for Primary Executive Headteacher (PEH) ProgrammeThis document sets out CEL’s policy regarding participation in the PEH programme including cancellation, session rearrangement and withdrawal fees.By joining the PEH programme, it is assumed that you meet the eligibility criteria for participation on the programme. The criteria are:
- You are already serving as a primary executive headteacher / principal (ie have strategic leadership and accountability for more than one school); or
- You are currently a headteacher / principal who is aspiring to the role of executive head / principal, with evidence of successfully leading a primary school / academy for three or more years.
It is also vital that you have endorsement from your chair of governors to support your application.
In addition, by registering for this programme, it is assumed that both the participant and the school have read and accepted these terms and conditions.
The Primary Executive Headteacher programme is a six month programme comprising of the following elements:
- Two, two day residentials
- Three web conferences
- Completion of an online leadership diagnostic questionnaire
- A visit to a federated school
- An action research project
- Course reading and research
Attendance at the residentials is compulsory in order for you to get the most benefit out of the programme. It is therefore assumed by signing up to PEH that you are available and committed to attending both residentials planned for your cohort group.
Completion of the leadership diagnostic questionnaire is compulsory and it is essential that you bring your report to residential one. You will not be able to continue with the programme without a fully completed diagnostic questionnaire. No refund of programme fees will be made to those who are unable to continue due to non-completion of the diagnostic.
Participation in web conferences two and three is also compulsory and you must let the programme manager at CEL know at the beginning of the programme if the web conference dates planned for your cohort are unsuitable. Where possible we will be flexible with web conference dates and times in order to accommodate everyone, however once the time and date is set it is your responsibility to ensure you are able to participate.
Details of federated schools who are willing to host a school visit will be provided, however it is the responsibility of each participant to contact the schools and arrange a suitable time for the visit.
During the programme you will undertake an action research project and to successfully complete the course you need to present your project and outcomes at the final web conference.
Programme cancellation, rearrangement and withdrawal
By joining this programme it is assumed that both the participant and school have read and accepted the terms and conditions outlined here. Full payment is required prior to commencement of the programme.
In the event of an extreme or unforeseen circumstance, a decision to waive a fee may be made at the discretion of the programme manager. However the following circumstances are not considered valid reasons for non-attendance:
- Ofsted inspections
- Short-term sickness
- Rarely cover
- Level of workload
- Change of role or employer
Due to the residential nature of the PEH programme it is not possible to transfer between programme dates or defer your place, as costs are incurred as soon as your place is confirmed.
Cancellation fees are as follows:
50 days notice prior to the first day of residential 1 – No Fee.
49 – 1 days notice prior to the first day of residential 1 – 75% cost of the programme
Cancellation after residential 1 – 100% cost of the programme.
If you need to cancel your place notification must be provided by email to the Programme Manager. Cancellation fees will be calculated from the date the email is received.
MANAGEMENT WORKSHOPS
By joining a programme run by CEL, it is assumed that both the participant and organisation have read and accepted the conditions of this policy and the action that any cancellation, rearrangement and withdrawal will bring.
In the event of an extreme or unforeseen circumstance, a decision to waive a fee may be made at the discretion of the programme manager. However the following circumstances are not considered valid reasons for non-attendance:
- Ofsted inspections
- Short-term sickness
- Level of workload
- Change of role or employer
Cancellation of a place prior to the programme starting.
In the event of a participant cancelling his/her place prior to the start of the programme the following fees are applicable:
42-29 days notice, Fee 25% of cost of the place.
28-15 days notice, Fee 50% of cost of the place.
14-8 days notice, Fee 75% of cost of the place.
7 days or fewer notice, Fee 100% of cost of the place.

If a booking is made and accepted less than 20 working days before the start of a course, full fees are payable at the time of booking. If applications are received less than 20 days before the start of a course ULC cannot guarantee to process applications in time for students who are required to apply for/gain a visa.
- Fees for a course, or part of a course, less the course deposit, can only be refunded if cancellation in writing is received at least 20 working days before the start of the course.
- The course deposit will only be refunded, less an administration fee of £200, in exceptional circumstances e.g. an unsuccessful visa application or a medical condition, and upon receipt of documentary evidence. The administration fee is not refundable under any circumstances.
- Fees will not be refunded for students arriving late or leaving early.
- Deposits cannot be transferred to other courses.
- All bank charges incurred in the payment of fees by bank transfer must be paid by the transferees.
- The University reserves the right to cancel or change the course programme without prior notice.
- Students should arrange their own insurance to cover (ULC is unable to arrange insurance cover):

Places for the period booked can only be guaranteed if all course fees are paid in advance. (Sponsored students) A certified letter of sponsorship for the full period booked must be provided at least 20 working days before the start of a student’s course. Places for the period booked can only be guaranteed if ULC is in receipt of a certified letter of sponsorship in advance.
4. Fees for a course, or part of a course, less the course deposit, can only be refunded if cancellation in writing is received at least 20 working days before the start of a student’s course.

13. The University reserves the right to cancel or change the course programme and/or accommodation arrangements without prior notice.
14. Students should arrange their own insurance to cover (ULC is unable to arrange insurance cover):
- Medical treatment and personal risks. EC Nationals are covered under the British National Health Service.
- Damage to and loss / theft of personal property.
Students who extend their course after they have commenced their studies should note that the above booking conditions still apply.

ENGLISH LANGUAGE COURSES: SUMMER HALL ACCOMMODATION
Halls of Residence - Managed Accommodation (Lambert/Fairfield/Grosvenor Halls/Hulme Hall)
Terms and Conditions for Students Of University Language Centre (ULC), University of Manchester Summer 2013
IMPORTANT
This is a formal document intended to create legally binding obligations.
By completing an accommodation booking form and sending payment of accommodation fees, the student or person acting on behalf of the student, agree to abide fully by these terms and conditions as stated in this document and agree to abide fully by the Code of Conduct detailed in Appendix 1.
BOOKINGS AND FEES
1. Summer hall accommodation can only be booked for students registered on full-time ULC English language courses and where all tuition fees / letters of sponsorship for the period of study have been received.
2. Hall fees MUST be paid in full and in advance to The University of Manchester prior to arrival.
3. Applications can only be accepted and confirmed on receipt of full payment.
4. No rooms will be reserved or guaranteed until full payment is received by The University of Manchester.
5. A minimum of seven working days is required in order to administer booking requests. No “same-day” bookings will be accepted.
6. Payments should be paid through the online payment system
7. No refund of accommodation fees will be given in the event of non arrival of the student, student arriving later or leaving earlier than the period booked.
8. No refund of accommodation fees will be given in the event of cancellation of booking.
9. There is no guarantee of extension of the booking period. All applications wishing to extend the period of stay MUST be made 14 days prior to the confirmed leaving date and if approved, the extended booking must be paid for in full at the beginning of the extension period. Extension of bookings to be made through The University of Manchester Accommodation Staff.
10. Requests for additional nights’ accommodation must be agreed by ULC and The University of Manchester Accommodation Staff in advance. Charges will be made for additional nights, which MUST be paid for in advance.
11. For students who have been offered and who have accepted accommodation in a University of Manchester residence
for the following academic year (September 2013 – June/September 2014) every effort will be made to accommodate those students until they are able to transfer to their own hall, but this is not guaranteed. Therefore students are advised that they may have to make their own accommodation arrangements for the period between ULC courses and the start of their academic programme.
12. Students MUST inform the hall of residence direct of their arrival time at least 7 days before arrival. The halls of residence cannot guarantee admission on arrival if the time has not been confirmed at least 7 days in advance. Please do not forward arrival details to ULC.
13. The University of Manchester does not guarantee summer university hall accommodation. If we cannot arrange summer university hall accommodation, the accommodation fees will be refunded in full and the student must arrange their own accommodation.
OBLIGATIONS OF THE STUDENT (STUDENT AGREES TO)
Accommodation and respect of other occupiers
Students must:
1. Keep the accommodation in a clean and tidy condition and leave it in the same condition it was in at the start of the period of residence except for normal wear and tear.
2. Must not change or damage the decorative finish of the accommodation or the communal areas.
3. Must not remove, interfere with, change or damage in any way any fixtures fittings furniture or equipment at the accommodation.
4. Jointly with other occupiers keep clean and tidy any communal areas including any bathroom/toilet facilities and adjoining corridors.
5. Report immediately to the Hall Administration Office or Reception any loss breakage damage or failure of facilities and services.
6. Pay cost of making good any loss breakage or damage caused by you to or at the accommodation or the communal areas including a fair and reasonable proportion of such cost where the perpetrator(s) of such loss breakage or damage cannot be identified.
7. Move accommodation (if reasonably requested to do so by the University of Manchester during the Period of Residence) to alternative accommodation which will be within the Residence where possible.
8. Not cause any excessive or unnecessary noise in the residence.
9. Not cause other occupiers of the residence or any other person any injury disturbance distress annoyance nuisance inconvenience or damage to their property.
10. Not:
a. commit any crime;
b. act in a manner which conflicts with our policies on drugs, harassment, offensive weapons or equal opportunities;
c. act in a manner which is likely to bring the University of Manchester or ULC into disrepute
11. Not keep any animal(s) in the Residence including fish, insects, reptiles and birds.
12. Exercise proper care when using any equipment in the residence.
13. Must not do anything which would cause our insurers to increase our insurance premium or withhold any payment of an insurance claim.
14. Regularly remove rubbish from the accommodation and place it in the designated area at your residence.
15. Follow and adhere to the Code of Conduct for living in University of Manchester Managed Halls of Residence & Opal Hall Estates (as detailed in Appendix 1 – see below).
16. Allow hall staff to make periodic inspections of the flats or rooms which may require necessary maintenance work to be carried out.
Departure from accommodation
1. Remove all your belongings from the accommodation and leave the room in the state and condition required.
2. If you do not comply with this we reserve the right to charge a storage fee equal to the residence fees from the end of the period of residence until the accommodation is cleared and all keys are returned.
3. If you do not collect your personal belongings within one month of the termination or end of this agreement we can dispose of your belongings and charge you the administrative costs of doing so.
4. Return all keys or card keys to the Administration Office/Reception on departure. In the event of keys being lost, damaged or not returned on departure the following costs will be charged:

Fire Safety
Students must:
1. Have due regard for fire safety and must comply with our fire and safety regulations.
2. Not tamper with any of our fire prevention and control equipment. Disciplinary action will be taken against anyone who is found to have instigated a malicious fire alarm or tampered with fire equipment.
3. Vacate the Residence (and ensure any visitors do so) immediately whenever the fire alarm is sounded and co-operate at all times with our staff and the emergency services.
4. All University of Manchester Accommodation is non-smoking. Smoking is therefore expressly prohibited.
5. Not use candles or joss sticks in the accommodation or do anything else which may constitute a fire hazard.
6. Not obstruct any designated fire escape or use designated fire escapes except for the purposes of emergency escape.
7. Not use any method of cooking which involves "deep-fat" frying.
8. Not use halogen desk or table lamps in the accommodation.
9. Not bring soft furnishings except bed linen into the accommodation.
Incidents, accidents and illness
1. Report an incident or accident in which you are involved to a member of hall staff and ULC staff.
2. Report any accident or incident as soon as possible after it occurs.
3. Notify the Hall Administration Office and ULC of any illness.
4. Comply with any reasonable requests for your welfare and that of other occupiers in your residence.
5. Notify the Hall Administration Office immediately if you or your visitor suffer from any infectious or contagious disease and follow any directions given by a health official and agree to keep the university and ULC indemnified against any reasonable costs incurred should the accommodation or furniture and fittings become infected and need cleaning replacement or repair.
Indemnity
1. Be liable to The University of Manchester for all loss or damage suffered as a result of any breach by the student of your Agreement including (but not limited to) any expense properly incurred in collecting arrears paying professional advisors and in relation to court proceedings.
Insurance
1. Take out medical insurance if the course of study is less than 6 months (this does not apply to students coming from EU countries (or others) which have a reciprocal health agreement with Britain).
2. ULC recommends that all students consider insuring loss/theft of personal property as The University of Manchester cannot accept responsibility for any personal belongings lost or stolen during the period of residency.
Regulations
1. Comply in all respects with the Hall Regulations applicable to your Residence as set out in your Residence Guide.
Security
1. Always close and lock windows, close and lock doors before leaving the accommodation and ensure that when entering or leaving the residence the main entrance door is shut and locked behind you.
2. Have responsibility to yourself and others living in the residence to make sure that appropriate security measures are taken particularly if leaving the accommodation unoccupied (even for a short time).
3. Not allow anyone into the residence unless you are satisfied that they are a resident or a genuine visitor of a resident or are there with our authority
4. Show proof of your residence, such as your accommodation key or key card, to any member of our staff if they request you to do so.
5. The University of Manchester cannot accept responsibility for any personal belongings lost or stolen during your stay so please ensure that you keep your study door locked at all times, keeping your room keys with you
even when in the lounge of your flat (cleaners always lock rooms they find open).
Use
1. Use the Accommodation only as a living and studying accommodation.
Transfer of Contract, Subletting and Visitors
1. Not at any time sub-let or share or part with possession of the accommodation
2. Not allow overnight guests and ensure all guests have vacated the property by 23:00.
3. Endeavour to ensure visitors of the student behave in a manner consistent with these terms and conditions. The University of Manchester reserve the right to exclude any visitor from the Residence where reasonable grounds to
believe that their exclusion is necessary for the safety or well-being of other residents, their visitors or our employees.
Utilities
1. Bearing in mind the nature and type of the building in which the accommodation is located; not exceed the total load capacity of the electric sockets in the accommodation.
2. Not interfere with any electrical plumbing or telecommunications installation or systems in the residence.
3. Not erect or install any outdoor aerial.
4. Not cause blockage or pollution of any drains.
OBLIGATIONS OF THE UNIVERSITY OF MANCHESTER (THE MANCHESTER UNIVERSITY AND OPAL HALL ESTATES
AGREE TO:
Facilities and Services
1. Provide the Facilities and Services during the Period of Residence.
2. Not be liable for any failure or interruption to any Services or for any loss arising from such failure or interruption where it is caused by the actions of any other student or by circumstances beyond our reasonable control.
Our right of entry
1. Not unreasonably interfere with your privacy but we are entitled on reasonable notice and at reasonable times (save in case of emergency when no notice is necessary) to enter the accommodation to clean (where you have not done so in breach of your obligations) or examine or repair or for any other reasonable purpose.
OBLIGATIONS BY THE UNIVERSITY OF MANCHESTER RE EARLY TERMINATION AND RELOCATION
Termination by Us
1. If you leave the Accommodation without our consent you will remain liable for all of the Residence Fees.
2. We have the right to terminate this agreement if you are in serious breach of any of these terms and conditions.
3. We have the right to terminate this agreement on the grounds of good management and efficiency or for the wellbeing and safety of all occupants and of our staff or employees.
Disclaimer
1. Subject to the provisions of the Occupiers Liability Act 1947 and the Defective Premises Act 1972 we shall not in any circumstances incur any liability in respect of loss or damage to any person or property or otherwise unless you prove that the loss or damage was caused by our negligence.
2. We have the right to carry out any alterations or building works at the Residence or on our adjoining or neighbouring
property without liability for disturbance where we have used reasonable endeavours to carry out works at times likely to cause least disturbance and otherwise for as short a period as reasonably practicable (save in the case of
emergency).
GENERAL PROVISIONS
Governing Law
1. All enquiries relating to this Agreement should be addressed to the Hall Administration Office and The University of Manchester Accommodation Office and no termination or variation of this agreement will be valid unless it has been confirmed in writing by The University of Manchester. This agreement is governed by English law which, for international
students, may be different from what you are used to.
Data Protection
2. Any information held and stored by The University of Manchester is held and processed in accordance with the requirements of the Data Protection Act 1998 and within the limits agreed with the University's Data Protection Officer. Data will be shared only with staff that has a relevant need to see it.
THE SCHEDULE
The Facilities and Services we provide
1. Cleaning of public and communal areas.
2. Operation, inspection servicing and repair of all our plant, machinery and equipment in the Residence including the provision of all fuel and water
3. Provision of furniture and furnishings to the Accommodation.
4. Provision of fire-fighting equipment in the Communal areas and the payment of all charges in connection with their rental installation and maintenance.
5. Providing an adequate supply of hot water for domestic use to the wash basins showers and baths in the Residence.
6. Employment of staff for the day-to-day running of the Residence.
7. Providing repairing and replacing when necessary litter bins in the Communal areas and payment of the cost of storing collecting and disposing of all refuse from the Residence.
8. Providing such other services and works as we may reasonably deem desirable or necessary for the benefit of the Residence.
9. Providing coin, token or card-operated washing machines and tumble dryers (but these may be in a neighbouring Residence).
10. Providing meals where agreed.
11. In certain Residences provision of telephone.
12. In certain Residences provision of Ethernet point.
COMPLAINT PROCEDURE
The University of Manchester is responsive to the needs of our students and visitors and welcomes comments and complaints as a means of improving services. We won't necessarily be able to change the things in the way that you would like or always meet your needs but we will always be able to give you an explanation of how a decision has been made. The University of Manchester will always be professional and courteous in dealing with complaints and we will try to be as quick as we can in responding to you.

Appendix 1
Code of Conduct for living in University of Manchester Managed Halls of Residence Living together & your safety within halls it is essential that residents (and their guests) adopt a considerate attitude towards other residents. The sole purpose of this code of conduct is to ensure a safe enjoyable and hospitable environment in which residents may live and study in comfort.
Noise and Other Disturbances
Requests for quiet from fellow residents will be treated seriously. Your hall of residence pastoral team will investigate any complaints concerning noise, misbehaviour and nuisance. Behaviour which persistently disturbs
other residents is considered unacceptable conduct. Remember, if your stay in hall is being disturbed by other residents you have the right to seek help in resolving the issue through your hall of residence pastoral team.
Dangerous weapons and firearms
Dangerous weapons and firearms including air rifles, air pistols and replica, deactivated or model firearms, combat knives and any other potentially dangerous implements must not be brought into any university property -
doing so is considered unacceptable conduct.
Drugs
Possession and use of all Controlled Drugs within our premises (by residents or visitors) is prohibited and is considered unacceptable conduct. Offenders risk legal and disciplinary action. Talk to a member of the pastoral team if you have any concerns about this matter.
Language and Behaviour
Language or behaviour of a violent, indecent, disorderly, threatening or offensive nature expressed directly or indirectly towards fellow residents, hall staff or visitors to our premises, and the distribution of publications of a
similar nature, likely to cause offence, constitutes unacceptable conduct and will not be tolerated in any circumstances.
Damage to hall of residence property
You are responsible for any damage you cause and you will be charged accordingly. Wilful, negligent or reckless damage to university property is considered unacceptable conduct.
Fire and your safety
It is both a serious disciplinary matter and a criminal offence to interfere with any fire safety equipment (including smoke alarms, extinguishers and fire doors).
Penalties imposed by the University include fines and possible eviction.
Penalties as laid down by law include severe fines and terms of imprisonment.
Missing, damaged or used fire fighting equipment must be reported immediately to hall staff.
All fire doors must be kept closed.
Tampering with the self-closing mechanism is a serious breach of fire safety regulations. If the mechanism is not working properly, report it to a member of staff immediately.
In the case of fire, your safety and the safety of others in the building will depend on the manner in which you observe basic rules for safety. Read the Fire Notice located in your study-bedroom and make sure you are
familiar with escape routes and assembly points.
In order to minimize the risk of fire:
Do not:
• Leave the kitchen when cooking
• Leave cooking appliances switched on when you have finished with them
• Cook in your study room
• Cover heat and smoke detectors
• Interfere with fire mains, outlets and fire fighting equipment
• Use anything that may produce a naked flame
• Use halogen lamps
• Use candles of any sort
• Obstruct any evacuation route
NOTE:
• Deep fat frying of any kind is not permitted
Do:
• Reduce the risk of accidents and fire turn off the power to equipment not in use.
• Keep evacuation routes free of obstructions at all times.
Wilful, negligent or reckless behaviour leading to the breach of statutory and university fire regulations will be considered unacceptable conduct.
Cleanliness & your safety
It is your responsibility to keep your study room and bathroom clean and tidy and along with other flat members to clean all communal areas of your flat or corridor.
In your kitchen – do:
• Wipe up all spillage immediately
• Wipe down all surfaces after use
• Sweep up all crumbs immediately
• Clean the cooker and hot plates after use
• Switch off all cooking appliances when you have finished with them
• Wipe the inside of the microwave each time after use
• Follow your hall procedures on the correct disposal and recycling of rubbish
• Defrost fridges and freezers and keep them clean inside
In your kitchen – do not:
• Leave the kitchen when cooking
• Use metal, foil or melamine containers for microwave cooking and do not turn it on with nothing inside it
NOTE:
• Deep fat frying of any kind is not permitted In any area
• Remove emergency lighting bulbs from their sockets or cause damage to light fittings
• Cover heat and smoke detectors or tamper with any fire fighting, detection or safety equipment
• Throw anything out of windows
• Disengage the window restrictors on room windows
• Use darts and dart boards anywhere on the site
• Keep pets of any kind
• Use sellotape, blu-tack, drawing pins, or nails on walls; charges will be made for any damage to walls, woodwork or plaster. Persistent failure to maintain decent standards of cleanliness and hygiene will be considered as unacceptable conduct.
UNACCEPTABLE CONDUCT MAY LEAD TO TERMINATION OF YOUR PERIOD OF
RESIDENCE WITH IMMEDIATE EFFECT.

CONFUCIUS INSTITUTE
Enrolling on your course with the Confucius Institute
Early enrolment is strongly advised as some courses become full very quickly. Enrolment can be made in person at the Confucius Institute office, between 9am and 4.30pm, Monday to Friday, or by post to the address on the enrolment form. Enrolment is not complete until payment is received.
Cancellations - course feasibility is decided 3 -5 working days before the first class. If not enough students have enrolled then the course will be cancelled and students informed in writing. If already paid, fees will automatically be refunded in full.
A confirmation of enrolment letter will be sent to you as soon as possible after receipt of your enrolment form. Please keep this safe and bring it to the first class of your course. This confirmation is also required for refund or transfer requests.
Transfer of your enrolment to another course may be requested under the following terms:
- Written applications (email or letter) must be received before the second meeting of your course
- There are places available on your alternative course or you are willing for us to hold your fee in credit against a future course. Credit must be used within the current academic year (September – July). Any amount remaining by the end of the year is forfeit.
- The balance of the fee must be paid if you are transferring to a more expensive course.

- Requested refunds are subject to an administration charge of 15% of the original fee. Payment of refunds is made by cheque (please allow 3 – 4 working weeks) or as a credit card refund (please check your next or next-but-one bank statement)
- If a refund is requested during the course for medical reasons we will need to see a doctor’s certificate and will approve refunds on a case-by-case basis.
Keeping in contact – the preferred method of communication is via email. Should a lesson be cancelled due to a tutor’s illness or for any other reason, we will contact students this way first although we will also strive to contact you by phone. We strongly advise you to check both your email and phone messages before you set out for class. Remember that any phone number you provide us with needs to allow unidentifies numbers.

Terms and Conditions for Students of University Language Centre (ULC) University of Manchester Summer 2013
Important
This is a formal document intended to create legally binding obligations.
By completing an accommodation booking form and sending payment of accommodation fees, the student or person acting on behalf of the student, agree to abide fully by these terms and conditions as stated in this document and agree to abide fully by the Code of Conduct detailed in Appendix 1.
BOOKINGS AND FEES

Summer hall accommodation can only be booked for students registered on full-time ULC English language courses and where all tuition fees / letters of sponsorship for the period of study have been received.
-
Hall fees MUST be paid in full and in advance to The University of Manchester prior to arrival.
-
Applications can only be accepted and confirmed on receipt of full payment.
- No rooms will be reserved or guaranteed until full payment is received by The University of Manchester.
- A minimum of ten working days is required in order to administer booking requests. No “same-day” bookings will be accepted.
- Payments can be made either online or over the phone with a valid credit/debit card.
- No refund of accommodation fees will be given in the event of non arrival of the student, student arriving later or leaving earlier than the period booked.
- No refund of accommodation fees will be given in the event of cancellation of booking.
- There is no guarantee of extension of the booking period. All applications wishing to extend the period of stay MUST be made 14 days prior to the confirmed leaving date and if approved, the extended booking must be paid for in full at the beginning of the extension period. Extension of bookings to be made through The University of Manchester Accommodation Staff.
- Requests for additional nights’ accommodation must be agreed by ULC and The University of Manchester Accommodation Staff in advance. Charges will be made for additional nights, which MUST be paid for in advance.
- For students who have been offered and who have accepted accommodation in a University of Manchester residence for the following academic year (September 2013 – June/September 2014) every effort will be made to accommodate those students until they are able to transfer to their own hall, but this is not guaranteed.
- Students MUST inform the hall of residence direct of their arrival time at least 7 days before arrival. The halls of residence cannot guarantee admission on arrival if the time has not been confirmed at least 7 days in advance. Please do not forward arrival details to ULC.
- The University of Manchester does not guarantee summer university hall accommodation. If we cannot arrange summer university hall accommodation, the accommodation fees will be refunded in full and the student must arrange their own accommodation.
OBLIGATIONS OF THE STUDENT (STUDENT AGREES TO)
Accommodation and respect of other occupiers
Students must:
- Keep the accommodation in a clean and tidy condition and leave it in the same condition it was in at the start of the period of residence except for normal wear and tear.
- Must not change or damage the decorative finish of the accommodation or the communal areas.
- Must not remove, interfere with, change or damage in any way any fixtures fittings furniture or equipment at the accommodation.
- Jointly with other occupiers keep clean and tidy any communal areas including any bathroom/toilet facilities and adjoining corridors.
- Report immediately to the Hall Administration Office or Reception any loss breakage damage or failure of facilities and services.
- Pay cost of making good any loss breakage or damage caused by you to or at the accommodation or the communal areas including a fair and reasonable proportion of such cost where the perpetrator(s) of such loss breakage or damage cannot be identified.
- Move accommodation (if reasonably requested to do so by the University of Manchester during the Period of Residence) to alternative accommodation which will be within the Residence where possible.
- Not cause any excessive or unnecessary noise in the residence.
- Not cause other occupiers of the residence or any other person any injury disturbance distress annoyance nuisance inconvenience or damage to their property.
- Not:
a) commit any crime;
b) act in a manner which conflicts with our policies on drugs, harassment, offensive weapons or equal opportunities;
c) act in a manner which is likely to bring the University of Manchester or ULC into disrepute
- Not keep any animal(s) in the Residence including fish, insects, reptiles and birds.
- Exercise proper care when using any equipment in the residence.
- Must not do anything which would cause our insurers to increase our insurance premium or withhold any payment of an insurance claim.
- Regularly remove rubbish from the accommodation and place it in the designated area at your residence.
- Follow and adhere to the Code of Conduct for living in University of Manchester Managed Halls of Residence & Opal Hall Estates (as detailed in Appendix 1 – see below).
- Allow hall staff to make periodic inspections of the flats or rooms which may require necessary maintenance work to be carried out.
Departure from accommodation
- Remove all your belongings from the accommodation and leave the room in the state and condition required.
- If you do not comply with this we reserve the right to charge a storage fee equal to the residence fees from the end of the period of residence until the accommodation is cleared and all keys are returned.
- If you do not collect your personal belongings within one month of the termination or end of this agreement we can dispose of your belongings and charge you the administrative costs of doing so.
- Return all keys or card keys to the Administration Office/Reception on departure. In the event of keys being lost, damaged or not returned on departure the following costs will be charged:

Utilities
- Bearing in mind the nature and type of the building in which the accommodation is located; not exceed the total load capacity of the electric sockets in the accommodation.
- Not interfere with any electrical plumbing or telecommunications installation or systems in the residence.
- Not erect or install any outdoor aerial.
- Not cause blockage or pollution of any drains.
OBLIGATIONS OF THE UNIVERSITY OF MANCHESTER (THE MANCHESTER UNIVERSITY AND OPAL HALL ESTATES AGREE TO:
Facilities and Services
- Provide the Facilities and Services during the Period of Residence.
- Not be liable for any failure or interruption to any Services or for any loss arising from such failure or interruption where it is caused by the actions of any other student or by circumstances beyond our reasonable control.
Our right of entry
- Not unreasonably interfere with your privacy but we are entitled on reasonable notice and at reasonable times (save in case of emergency when no notice is necessary) to enter the accommodation to clean (where you have not done so in breach of your obligations) or examine or repair or for any other reasonable purpose.
OBLIGATIONS BY THE UNIVERSITY OF MANCHESTER RE EARLY TERMINATION AND RELOCATION
Termination by Us
- If you leave the Accommodation without our consent you will remain liable for all of the Residence Fees.
- We have the right to terminate this agreement if you are in serious breach of any of these terms and conditions.
- We have the right to terminate this agreement on the grounds of good management and efficiency or for the wellbeing and safety of all occupants and of our staff or employees.
Disclaimer
- Subject to the provisions of the Occupiers Liability Act 1947 and the Defective Premises Act 1972 we shall not in any circumstances incur any liability in respect of loss or damage to any person or property or otherwise unless you prove that the loss or damage was caused by our negligence.
- We have the right to carry out any alterations or building works at the Residence or on our adjoining or neighbouring property without liability for disturbance where we have used reasonable endeavours to carry out works at times likely to cause least disturbance and otherwise for as short a period as reasonably practicable (save in the case of emergency).
GENERAL PROVISIONS
Governing Law
- All enquiries relating to this Agreement should be addressed to the Hall Administration Office and The University of Manchester Accommodation Office and no termination or variation of this agreement will be valid unless it has been confirmed in writing by The University of Manchester. This agreement is governed by English law which, for international students, may be different from what you are used to.
Data Protection
- Any information held and stored by The University of Manchester is held and processed in accordance with the requirements of the Data Protection Act 1998 and within the limits agreed with the University's Data Protection Officer. Data will be shared only with staff that has a relevant need to see it.
THE SCHEDULE
The Facilities and Services we provide
- Cleaning of public and communal areas.
- Operation, inspection servicing and repair of all our plant, machinery and equipment in the Residence including the provision of all fuel and water
- Provision of furniture and furnishings to the Accommodation.
- Provision of fire-fighting equipment in the Communal areas and the payment of all charges in connection with their rental installation and maintenance.
- Providing an adequate supply of hot water for domestic use to the wash basins showers and baths in the Residence.
- Employment of staff for the day-to-day running of the Residence.
- Providing repairing and replacing when necessary litter bins in the Communal areas and payment of the cost of storing collecting and disposing of all refuse from the Residence.
- Providing such other services and works as we may reasonably deem desirable or necessary for the benefit of the Residence.
- Providing coin, token or card-operated washing machines and tumble dryers (but these may be in a neighbouring Residence).
- Providing meals where agreed.
- In certain Residences provision of telephone.
- In certain Residences provision of Ethernet point.
COMPLAINT PROCEDURE
The University of Manchester is responsive to the needs of our students and visitors and welcomes comments and complaints as a means of improving services. We won't necessarily be able to change the things in the way that you would like or always meet your needs but we will always be able to give you an explanation of how a decision has been made. The University of Manchester will always be professional and courteous in dealing with complaints and we will try to be as quick as we can in responding to you.

Appendix 1
Code of Conduct for living in University of Manchester Managed Halls of Residence
Living together & your safety
Within halls it is essential that residents (and their guests) adopt a considerate attitude towards other residents. The sole purpose of this code of conduct is to ensure a safe enjoyable and hospitable environment in which residents may live and study in comfort.
Noise and Other Disturbances
Requests for quiet from fellow residents will be treated seriously. Your hall of residence pastoral team will investigate any complaints concerning noise, misbehaviour and nuisance. Behaviour which persistently disturbs other residents is considered unacceptable conduct.
Remember, if your stay in hall is being disturbed by other residents you have the right to seek help in resolving the issue through your hall of residence pastoral team.
Dangerous weapons and firearms
Dangerous weapons and firearms including air rifles, air pistols and replica, deactivated or model firearms, combat knives and any other potentially dangerous implements must not be brought into any university property - doing so is considered unacceptable conduct.
Drugs
Possession and use of all Controlled Drugs within our premises (by residents or visitors) is prohibited and is considered unacceptable conduct.
Offenders risk legal and disciplinary action. Talk to a member of the pastoral team if you have any concerns about this matter.
Language and Behaviour
Language or behaviour of a violent, indecent, disorderly, threatening or offensive nature expressed directly or indirectly towards fellow residents, hall staff or visitors to our premises, and the distribution of publications of a similar nature, likely to cause offence, constitutes unacceptable conduct and will not be tolerated in any circumstances.
Damage to hall of residence property
You are responsible for any damage you cause and you will be charged accordingly.
Wilful, negligent or reckless damage to university property is considered unacceptable conduct.
Fire and your safety
It is both a serious disciplinary matter and a criminal offence to interfere with any fire safety equipment (including smoke alarms, extinguishers and fire doors).
Penalties imposed by the University include fines and possible eviction.
Penalties as laid down by law include severe fines and terms of imprisonment.
Missing, damaged or used fire fighting equipment must be reported immediately to hall staff.
All fire doors must be kept closed.
Tampering with the self-closing mechanism is a serious breach of fire safety regulations. If the mechanism is not working properly, report it to a member of staff immediately.
In the case of fire, your safety and the safety of others in the building will depend on the manner in which you observe basic rules for safety. Read the Fire Notice located in your study-bedroom and make sure you are familiar with escape routes and assembly points.
In order to minimize the risk of fire:
Do not:
- Leave the kitchen when cooking
- Leave cooking appliances switched on when you have finished with them
- Cook in your study room
- Cover heat and smoke detectors
- Interfere with fire mains, outlets and fire fighting equipment
- Use anything that may produce a naked flame
- Use halogen lamps
- Use candles of any sort
- Obstruct any evacuation route
NOTE:
- Deep fat frying of any kind is not permitted
Do:
- Reduce the risk of accidents and fire turn off the power to equipment not in use.
- Keep evacuation routes free of obstructions at all times.
Wilful, negligent or reckless behaviour leading to the breach of statutory and university fire regulations will be considered unacceptable conduct.
Cleanliness & your safety
It is your responsibility to keep your study room and bathroom clean and tidy and along with other flat members to clean all communal areas of your flat or corridor.
In your kitchen – do:
- Wipe up all spillage immediately
- Wipe down all surfaces after use
- Sweep up all crumbs immediately
- Clean the cooker and hot plates after use
- Switch off all cooking appliances when you have finished with them
- Wipe the inside of the microwave each time after use
- Follow your hall procedures on the correct disposal and recycling of rubbish
- Defrost fridges and freezers and keep them clean inside
In your kitchen – do not:
- Leave the kitchen when cooking
- Use metal, foil or melamine containers for microwave cooking and do not turn it on with nothing inside it
NOTE:
- Deep fat frying of any kind is not permitted In any area
- Remove emergency lighting bulbs from their sockets or cause damage to light fittings
- Cover heat and smoke detectors or tamper with any fire fighting, detection or safety equipment
- Throw anything out of windows
- Disengage the window restrictors on room windows
- Use darts and dart boards anywhere on the site
- Keep pets of any kind
- Use sellotape, blu-tack, drawing pins, or nails on walls; charges will be made for any damage to walls, woodwork or plaster
Persistent failure to maintain decent standards of cleanliness and hygiene will be considered as unacceptable conduct.
UNACCEPTABLE CONDUCT MAY LEAD TO TERMINATION OF YOUR PERIOD OF
RESIDENCE WITH IMMEDIATE EFFECT.
Appendix 2
Use of Personal Data
The information collected on our accommodation application form will be used solely for the following purposes:
- administering your application for accommodation
- managing your stay in our accommodation including keeping you informed of maintenance work and statutory testing
- ensuring the provision of internet services in halls of residence
We may be legally obliged to pass your details to Manchester City Council for inclusion on the compulsory electoral register.
Your information will not be shared with any other third party.
We will keep the data collected on this form for a period of 7 years

MANCHESTER INTERNATIONAL SUMMER SCHOOL
- Submitting an application to the Manchester International Summer School means you are applying for a place on the Summer School programme.
- A letter to confirm your place on the Summer School programme can only be issued on receipt of payment of the non-refundable course fee in full.
- Course fees must be paid in full within the specified dates. Places for the programme can only be guaranteed if all course fees are paid in advance.
- Fees for the programme can only be refunded in exceptional circumstances e.g. an unsuccessful visa application or a medical condition, and upon receipt of documentary evidence, and if cancellation is received in writing at least twenty working days before the start of the programme.
- Fee payments cannot be transferred to any other course or programme offered by The University of Manchester.
- All bank charges incurred by payment of the programme fees must be met by the applicant.
- Summer Residential accommodation will only be confirmed on receipt of the fees in full.
- The University reserves the right to cancel or change the programme/accommodation arrangements without prior notice.
- Students should arrange their own insurance to cover (The University of Manchester is unable to arrange insurance cover):
- Students who extend their course after they have commenced their studies should note that the above booking conditions still apply.
- The University of Manchester will pass on details of students who do not commence the course on their given start date or who leave their course early to the UK Border Agency. In these cases, a student’s visa may be affected.
- Acceptance of the booking conditions is indicated by submitting an application.
- Medical treatment and personal risks. EC Nationals are covered under the British National Health Service.
- Damage to and loss / theft of personal property.
